Food & Beverage Operations Request for Proposal



To provide Food & Beverage operations throughout the club house located at the Balfour Golf Course.



The town of Balfour BC is located 30 minutes northeast of Nelson BC along highway 3A and has a full-time population of just under 500 residents with many more calling our area home in the peak summer season.  The Balfour Golf Course is an 18-hole, par 72 Les Furber design that has been gaining more and more recognition as a first-class facility and must play golf course when visiting the Kootenay Region.  Our restaurant is known as the Osprey Mountain Grill and is generally operated from April through to October each year when the Golf Course is operational.

Balfour Golf & Recreation is operated by the Balfour Recreation Commission who are a volunteer organization responsible for the operation of the Balfour Golf Course among several other facilities in the Balfour area.  Balfour Golf & Recreation aims to promote Balfour as a great place to live or visit and believes in living a healthy lifestyle and promotion of community spirit.  Balfour Golf & Recreation is focused on building a network of community resources as a base for future events and community development.



The Osprey Mountain Grill encompasses a 161 seat Food Primary Licensed restaurant area including deck seating, a 29 seat Liquor Primary License lounge area, front of house bar and point of sale areas, a kitchen including cooking, refrigeration, preparation, cleanup areas, all related commercial kitchen equipment, and all related storage on the main floor of the Clubhouse through to the bottom of the stairway on the lower level of the club house.  Included in our Food & Beverage operations are a newly built Grab & Go section in our pro shop as well as a beverage cart for on course services.



Balfour Golf & Recreation is seeking proposals for the operation of the Osprey Mountain Gill and all Food & Beverage related activity during the 2024 golf season.

The term of this agreement, at minimum, will be for this season starting April 1, 2024 until the close of the course in October 2024, with the ideal candidate envisioning a multi-year commitment to their businesses growth and development.



The successful contractor will manage and operate all aspects of Food & Beverage operations throughout our golf season in a manner that is professional and service oriented.  The Food & Beverage lease agreement will include: 

  • Providing Restaurant & Bar services to our golfing and non-golfing clientele
  • Providing our golf shop with a variety of Grab and Go options for golfers prior to their rounds and for those passing through the pro shop on their way to play the back nine holes.
  • The option to provide on course Food & Beverage service
  • Catering to any club tournaments, special events and facility rentals.


The successful contractor will:

  • Develop and price all menu items ensuring a high level of food quality and timely front-end service.
  • Employ as many qualified and experienced personnel as may be required to fulfill its business model for operation of the Osprey Mountain Grill and render services in a safe, efficient, and professional manner.
  • Be responsible for all costs related to hiring and training of staff including any relevant and required certifications while ensuring all Work Safe Insurance and Covid-19 Requirements are met.
  • Carry out all regular facility and equipment maintenance to ensure operations are conducted in a safe and responsible manner and that facilities and equipment are maintained to the same condition as found upon entering this agreement.

Balfour Golf & Recreation will:

  • Provide to the Contractor unlimited access to Osprey Mountain Grill including kitchen and related storage areas during the term of this agreement.  Access includes all existing BRC owned equipment and furnishings.
  • Include in its lease fee all fixed operating costs such as utilities, annual liquor license fees, extraordinary building maintenance, refuse collection, telephone, security, and continuing beautification of the exterior of the Osprey Mountain Grill
  • Provide a single contact person for day-to-day operating issues.
  • Provide the contractor with 100% of Food & Beverage revenue processed through its Pro Shop.
  • Provide the Contractor with use of its Beverage Cart and cover all related mechanical maintenance and fuel costs.
